	How can the council justify a fee of &#xa3;50? All they need to provide is a small window pass. (Perhaps laminated at a cost of about &#xa3;1 or so to produce and then book the others who don&apos;t have one. Simple! A &#xa3;50 fee is just another tax which won&apos;t ensure the people who have paid get a parking space.
